The Global Policy Center, IE’s School of Politics, Economics and Global Affairs’ think tank joins the European Network for Technological Resilience and Sovereignty
The Global Policy Center at IE University is the only Spanish member of a network aimed at facilitating knowledge exchange, conducting strategic analyses of technology dependencies, and identifying practical, evidence-based solutions to boost Europe’s capacity for innovation and independence.
On the occasion of the Summit on European Digital Sovereignty held in Berlin on November 18, leading research institutions, policymakers, and industry experts joined forces to launch the European Network for Technological Resilience and Sovereignty (ETRS), of which IE University is a member through the Global Policy Center as the network’s only Spanish participant.
Europe’s dependence on China and the United States for more than 80 percent of its critical digital technologies jeopardizes not only the continent’s economic competitiveness but also its strategic autonomy and democratic values. This new initiative brings together research expertise from across Europe to strengthen the continent’s capacity for innovation and independence in key technologies such as AI, cloud infrastructure, and semiconductors.
ETRS aims to facilitate knowledge exchange, carry out strategic analyses of technological dependencies, and identify practical, evidence-based solutions. By advocating for a European values-driven, open, and resilient digital infrastructure, the network seeks to turn growing political momentum around technological sovereignty into coordinated, actionable strategies that help Europe remain innovative, secure, and globally competitive.
The project was founded by the Bertelsmann Stiftung (Germany), the Centre for European Policy Studies (CEPS) (Belgium), the AI & Society Institute (France), and the Polish Economic Institute (PEI). Other partners include the Ukrainian Institute for Economic Research, Polski Instytut Ekonomiczny, Centre for Future Generations (CFG), Commons Network, European Council on Foreign Relations, The European Decentralisation Institute, European Space Policy Institute (ESPI), Institut Jean Monnet, Mandag Morgen, Open Future Foundation, Re-Imagine Europa, St Gallen Endowment, and TUM Think Tank.
