Discussing How to Counter Foreign Information Manipulation and Interference in Africa

In an era of digital interconnectedness, the ability to manipulate and interfere with information has become a powerful tool in the hands of major global players.

On February 25, 2025, the Center for the Governance of Change (CGC) hosted a lively conversation with global affairs experts and the IE University community on disinformation campaigns by foreign powers in the African continent.

The gathering served as the public presentation of a NATO-sponsored research report by the CGC, titled "Countering Foreign Information Manipulation and Interference in Africa."

CGC Director Irene Blázquez opened the event by emphasizing that technological disruption is the primary force reshaping power dynamics, driving societal prosperity, and influencing the maintenance of peace and security.

Selin Batıtürk (Program Officer at NATO's Public Diplomacy Division) delivered opening remarks, emphasizing the strategic significance of NATO’s “Southern Flank” and the importance of engagement with civil society and the academic community through events like this.

An engaging panel discussion followed, featuring Carlos Galán Cordero (Director of the Master in Intelligence Analysis and Cyberintelligence at Universidad Nebrija and author of the report), Zine Labidine Ghebouli (Visiting Fellow at the Middle East and North Africa Program of the European Council on Foreign Relations), and Beatriz de Leon Cobo (Director of the Expert Group of the Sahel-Europe Dialogue Forum at the International Security Center of Universidad Francisco de Vitoria).

The discussion, moderated by Alex Roche (Associate Director at the CGC), was further enriched by insightful comments and questions from the audience.

The CGC’s project aims to help government leaders and the public understand the methods and tools that are currently being used to interfere in African countries and manipulate their information environments, while offering recommendations for a better and more effective response.
