Advancing Europe’s Quantum Policy Agenda with Quantum Foresight Workshop

The Center for the Governance of Change (CGC) at IE University, in collaboration with the Centre for Future Generations (CFG), hosted a Quantum Foresight Workshop as part of our Quantum Policy Lab (QPL) project.

Madrid, July 3, 2025 — The Center for the Governance of Change (CGC) at IE University, in collaboration with the Centre for Future Generations (CFG), hosted a Quantum Foresight Workshop as part of our Quantum Policy Lab (QPL) project. 

The workshop opened with remarks from CGC Director Irene Blázquez and Leonardo Quattrucci, Senior Fellow at the CFG. It continued with a presentation by Elena Yndurain, IE University professor and Research Lead of the QPL project, who unveiled the preliminary findings of a new study assessing the current state of quantum development in the EU.

A foresight-driven policy discussion followed, facilitated by Olivier Woeffray and Felipe Sarachaga, focusing on strategic pathways for strengthening Europe’s quantum competitiveness. Participants worked together to identify key industry needs and develop actionable policy recommendations aimed at positioning Europe at the forefront of the quantum revolution.

The session brought together a distinguished group of experts, including:
Enrique Sánchez Bautista (Head of Brussels Office at EU Quantum Flagship), Adrià Riera (Deep Tech VC at Bullnet Capital), Adrián González (Global AI Architect & Professor of the Degree in Computer Science and Artificial Intelligence at IE University), José Díaz Caro (Deputy Chief Technology Officer at Ministry of Defense), David Rodríguez González (Country Manager at IQM Quantum Computers), Carmen Monje (Director of Europavia España), Héctor Guerrero (Deputy Director General of Aerospace Policy and Strategy at the Ministry of Sciencie, Innovation and Universities), David de la Torre Vidal (Head of the Digital Technologies Department at the Ministry of Sciencie, Innovation and Universities), Daniel Granados, (Director of the Cluster for Technological Innovation and Talent in Semiconductors at Madrid City Council) and Gonzalo Abalo Álvarez (Head of Discovery Innovation Enablers at Telefónica Innovación Digital).

Insights from the workshop will inform the CGC’s upcoming report, “Is Europe Ready for the Quantum Age?”, set to be published in September 2025.
