Sovereign Wealth Driving the SDGs: Introducing the 2025 Sovereign Impact Report
The 2025 Sovereign Impact Report developed by the Center for the Governance of Change highlights how SWFs are increasingly directing capital toward sustainable development, particularly in Africa, to help close the $4.2 trillion annual SDG financing gap through long-term investment strategies.
Sovereign wealth funds (SWFs) are undergoing a quiet but profound transformation. Traditionally seen as stewards of national savings, SWFs are increasingly becoming agents of sustainable and inclusive development.
Our 2025 Sovereign Impact Report outlines how these funds—especially across Africa and Asia—are embracing a “double bottom line” approach: balancing financial returns with national development objectives.
Key insights include:
- The rise of Strategic Investment Funds (SIFs) in nine African countries, including Nigeria, Senegal, Egypt, and Morocco.
- New partnerships with global and regional platforms like the International Forum of Sovereign Wealth Funds (IFSWF), One-Planet Sovereign Wealth Funds Initiative (OPSWF), African Sovereign Investors Forum (ASIF), and Africa50.
- Collaborations with development finance institutions (DFIs) and impact investors such as the International Finance Corporation (IFC) and Fonds Souverain d’Investissements Stratégiques (FONSIS, Senegal’s SWF), Abu Dhabi Developmental Holding Company (ADQ, Abu Dhabi’s SWF) , as well as Temasek (Singapore’s SWF) and Leapfrog Investments.
