Ceyhun Pehlivan is an EU (Spain) qualified technology lawyer and Counsel at Linklaters, where he leads the TMT, IP, and Data Protection practice in Madrid. He is an Adjunct Professor of Law at IE Law School and the Complutense University of Madrid, and has previously lectured at ISDE Law & Business School and the University of St. Gallen (Executive DPO Programme). 

Widely recognised as one of the leading technology lawyers in Spain, in 2025 he was named Next Generation TMT Partner of the Year by The Legal 500, covering both Spain and Portugal. He regularly advises senior management and boards of directors on strategic, high‑impact issues at the intersection of technology, regulation and corporate governance.

Ceyhun is the Founding Editor-in-Chief of the Global Privacy Law Review (Wolters Kluwer) and has co‑edited two seminal books on artificial intelligence governance and liability, bringing together more than 90 specialised authors and offering one of the most comprehensive treatments of these topics currently available to practitioners, policymakers and academics.

He currently serves as Secretary General, Board Member, and Executive Committee Member of the Official Spanish-Turkish Chamber of Commerce.

He has also held advisory roles in several industry associations including the International Association of Privacy Professionals (IAPP), where he chaired the Spain Chapter and was a member of the European Advisory Board, as well as the International Pharmaceutical & Medical Device Privacy Consortium (IPMPC). 

Recognized for his expertise in data protection and emerging technologies, he has been ranked by Chambers (TMT: Data Protection, Band 3, Europe), Legal 500 (Next Generation Partner of the Year, 2025), Iberian Lawyer (Top 10 Cybersecurity Lawyers), and Best Lawyers (seven consecutive years).

Ceyhun advises multinational clients on complex matters involving data protection, privacy, artificial intelligence, and IT/technology contracts, including large-scale outsourcing, cloud services, and cross-border data security incidents. Clients consistently praise his deep subject-matter expertise, business-oriented advice, and strategic approach to complex regulatory challenges.
