Quantum Policy Lab to Boost EU’s Quantum Technology
New project launch
The Center for the Governance of Change, in partnership with the Centre for Future Generations (CFG), has announced the launch of the Quantum Policy Lab, aimed at empowering public and private decision-makers across the EU.
The initiative seeks to advance the EU’s quantum policy agenda by equipping leaders with the expertise needed to unlock the full potential of quantum technologies—set to revolutionize sectors like medical research, security, and environmental risk management.
While the EU leads globally in quantum research and expertise, boasting the highest number of quantum-ready professionals and the second-largest public investment after China, it faces other significant challenges, such as attracting private investment and accelerating industrialization.
Through workshops and interviews with government officials, industry leaders, and researchers, the Quantum Policy Lab team will identify barriers and opportunities in EU quantum governance, guiding future policy recommendations.
The project is led by IE professor Dr. Elena Yndurain, author of her most recent book Quantum Computing Strategy: Foundations and Applicability, published in March 2025.
