Taking a Leading Role in the AI4Gov-X European Consortium
The Center for the Governance of Change (CGC) at IE University is set to play a key role in advancing the ambitious AI4Gov-X project, a European initiative aimed at shaping the future of digital governance.
On September 1, 2025, the CGC participated in the second AI4Gov-X consortium meeting in Krems, Austria, joining 38 partners from 21 European countries. AI4Gov-X, co-funded by the European Commission, is designed to mobilize and train a new generation of civil servants and policymakers across Europe in the adoption and mastery of AI and digital technologies for the public sector.
Building on the success of the first edition of the AI4Gov master’s program —which has already trained more than 120 professionals and earned the prestigious European Digital Skills Award in 2023—, AI4Gov-X (“X” stands for “Accelerate”) significantly expands the project’s scope. Its goal is to train over 800 master’s students and engage more than 2,200 professionals through diverse training activities.
In addition, AI4Gov-X will also develop two innovative platforms: AI4Engine and AI4Scale. AI4Scale is a distributed knowledge hub and innovation platform designed to foster collaboration and hands-on experience with AI within the EU govtech ecosystem. Meanwhile, AI4Engine is an AI agent connected to the AI4Gov-X training program, offering users current information on the program’s topics, aligned with the latest technological developments and the changing needs of the public sector.
At the Krems meeting, CGC Associate Director Giaccomo Ugarelli joined partners in reviewing progress and shaping the next strategic steps for the initiative. Moving forward, the CGC will assume leadership of several critical tasks, including the beta testing of the AI4Engine platform. Starting in February 2026, the CGC leads the project for a six-month period, bringing its expertise in foresight and AI governance.
