This report, Strategic Convergence? The Security Agendas of the European Union and the Global South, is a collaborative effort by the Global Policy Center in collaboration with the Observer Research Foundation (ORF), the Brazilian Center of International Relations (CEBRI), and the Institute for Global Dialogue (IGD). It critically assesses the potential for strategic alignment between the European Union and India, Brazil, and South Africa amidst accelerating multipolarisation and shifting global security paradigms.

The report underscores the necessity for the EU to recognize the Global South’s role as indispensable architects, not merely recipients, of a reformed global security architecture. The analysis highlights several areas for concrete cooperation. Ultimately, the report recommends a fundamental shift in the EU’s foreign policy approach. It advises moving away from reactive strategies toward establishing pragmatic, issue-based alliances rooted in mutual understanding and shared interests. By proactively engaging with these middle powers and aligning its own security objectives with the Global South's aspirations for autonomy and sustainable development, the EU can foster a more adaptable, inclusive, and legitimate global security governance framework.
