Advancing Global Governance of Quantum Technologies
On May 6, 2026, the Center for the Governance of Change (CGC) at IE University participated in “Quantum Diplomacy in Action” at the Biotech Campus in Geneva, an international convening organized by GESDA and the Open Quantum Institute (OQI). Our Associate Director, Giaccomo Ugarelli, proposed a practical way to address the growing quantum divide and related security challenges by convening governments, industry, civil society, and academia around a fundamental question: In the quantum domain, what is the minimum common denominator we can all agree on?
The event brought together representatives from governments, international organizations, research institutions, and industry to examine how the rapid evolution of quantum technologies can be matched by inclusive, responsible, and globally coordinated governance. A central theme was the risk of a widening quantum divide, as capabilities and resources remain concentrated in a limited number of countries and companies. Ensuring that quantum security and opportunity do not become the privilege of a few emerged as a key governance challenge.
Participants emphasized that quantum technologies are no longer confined to science and industry. They are increasingly central to development, national and economic security, and resilience. As national strategies advance and technological capabilities accelerate, governance must evolve in parallel rather than react belatedly to emerging risks.
The discussions also highlighted the broader institutional and geopolitical implications of quantum innovation. Beyond technological progress, advancing quantum responsibly will require trust-building, cross-sector collaboration, and shared frameworks to ensure that innovation strengthens global stability rather than deepening fragmentation.
The CGC thanks GESDA and OQI for convening a timely and forward-looking dialogue and looks forward to contributing to the development of concrete proposals that support inclusive and effective quantum governance.
