This GPC Policy Brief calls for a decisive shift from rhetorical commitments to concrete actions in the global development finance agenda. As the world prepares for the Fourth International Conference on Financing for Development (FfD4) in Seville, persistent inequalities, growing debt burdens, and eroding trust between the Global North and South threaten to derail progress. The brief outlines seven critical areas where change is needed—tax justice, debt relief, private finance, trade rules, public goods, innovation, and international financial governance. Rather than introducing new declarations, the focus is on operationalizing existing commitments and enabling genuine accountability. To restore faith in multilateralism and support inclusive, sustainable development, the brief advocates for a bold yet realistic roadmap that builds political will, enhances transparency, and addresses the systemic barriers preventing financial flows from reaching those who need them most.
