ACADEMIC DIRECTOR

Norberto de Andrade is a global public policy and tech regulation expert, as well as a legal scholar and researcher, working at the intersection of law, governance, and new technologies. He is the creator and founder of Open Loop, an award-winning global experimental governance program that bridges the gap between tech and policy Innovation.

With over 18 years of international experience across industry, government and academia, Norberto de Andrade has held corporate roles in public policy and regulatory affairs at Meta (Director of AI Policy), Mozilla and Workday; scientific research roles at the European Commission; expert advisory roles at international organizations and associations (OECD, International Development Bank [IDB], International Association of Privacy Professionals [IAPP], Partnership on AI, etc); regulatory roles at the Portuguese National Authority for the Communications sector; and academic fellowship roles at UC Berkeley School of Law (US), Stanford Law School (US), Nanyang Technological University (Singapore), and the Hague Institute for the Internationalisation of Law (HiiL, The Netherlands).
