“The present state of the international order, increasingly marked by rivalry and mutual mistrust caused by events such as the Ukrainian War or the pandemic, shows that the creation of agreements in multilateralist forums has become extremely challenging. This has fostered the growing relevance of minilateralism, a relatively smaller framework for cooperation that, if lacking universal aspirations, may actually be more efficient in facilitating decision-making in the current context of international turbulence.”
