This study examines why voters hold divergent beliefs about government roles in addressing social issues, focusing on skill-biased technological change and higher education investment. Findings suggest that investment mitigates income losses, increases public support, and fosters history-dependent learning, reinforcing preexisting beliefs about education’s productivity in affected communities.
