Professor Leopoldo Calvo-Sotelo was Legal adviser to the Spanish Council of State, Foreign Affairs and Justice Section, between 1983-1996. During 1991-1996 he was Secretary General, for the Center of Advanced Study in the Social Sciences, Juan March Foundation. The Center runs research programs on Political Science and Sociology. He was Deputy Secretary, Spanish Interior Department, in 1996-2001 and was responsible for budget, personnel, and economic affairs, along with road traffic, civil protection, and immigration. He waw named General Counsel and company secretary, in Vodafone España, S.A., 2001-2003, being responsible for all legal and regulatory matters. During 2004-2005 he worked in Villar Arregui Abogados, a law firm specializing on telecommunications, media, and new technologies. Work includes preparing legal opinions on administrative legislation and reviewing opinions drafted by the Section’s Legal advisers. Cooperated with the Council of State Commission that issued a report on constitutional reform in February, 2006. Currently he is Professor of Law and Director of Master in International Relations, IE (since 2007).
