Norberto Nuno Gomes de Andrade
Norberto de Andrade is an international expert in public policy, technology regulation, artificial intelligence (AI) governance, government relations, and regulatory affairs, with more than 20 years of professional experience across the technology industry, government institutions, academia, regulatory authorities, and international organizations. He is currently the Founder and CEO of POLIPRO.AI Consulting, a firm specializing in AI policy, governance, and regulatory advisory services for governments and technology companies. He is also Co-Founder of Lexstream and Executive Academic Director of specialized AI law and governance programs at IE Law School.
Previously, he served as Director of AI Policy at Meta, where he established and led the company’s global AI Policy team and played a key role in shaping regulatory strategies related to major international initiatives, including the EU AI Act, the Digital Services Act, and other emerging AI governance frameworks. He also founded Open Loop, an award-winning global experimental governance initiative focused on developing evidence-based public policy solutions for AI and emerging technologies.
His academic career includes teaching and research appointments at IE Law School and collaborations with leading institutions such as Stanford University, the University of California, Berkeley, and the European University Institute. He is actively involved in international organizations including the World Economic Forum (WEF), the OECD, and the Datasphere Initiative, contributing to the development of responsible AI governance frameworks worldwide.
